De Lima more interested in Napoles than Reyes as state witness

Justice Secretary Leila de Lima said she is more interested in having Napoles as a state witness than the former chief of staff of Senator Juan Ponce Enrile.

"Kung sinuman ang talagang magte-tell all ay si Mrs. Napoles, dun mas interesado ako. Si Mrs. Napoles ang magsabi na magte-tell all na siya, mas interesado ako duon kaysa kung sino pa man," De Lima told reporters, but admitted it would be a "bonus" if Reyes will likewise bare her knowledge about the controversy.

The justice secretary also said it was "pointless" to explore the possibility of Reyes becoming a state witness because Enrile's former chief of staff herself has not yet indicated if she has intentions to jump to the other side of the fence.

De Lima said it was important to first determine Reyes' intention in returning to the Philippines after being away for more than half a year. 

"Kung magte-tell all siya (Reyes), that is a bonus for the prosecution but hindi ibig sabihin niyan na open na agad ang gobyerno sa kanyang pagiging state witness," De Lima clarified.

"Let's say kasi kung si Atty. Gigi Reyes ang magte-tell all, siyempre sakop lang niyan ay tungkol kay Enrile. Pero si Mrs. Napoles, lahat-lahat na siguro ang sakop ng kanyang tell-all narrative na 'yan," she added.

During a Senate inquiry last March, De Lima had indicated that she was still hopeful Napoles, alleged pork barrel fund scam mastermind, would have a change of heart and finally spill the beans on the alleged diversion of lawmakers' Priority Development Assistance Funds to the bogus foundations of Napoles.

"Maybe Mrs. Napoles would tell all because we know that she's probably the key to unlocking the whole truth," De Lima said at the time.

"Baka sa ngayon, hindi pa siya magsasalita pero mayroon kaming expectation na baka (eventually) magsalita na. (Kasi) sayang ang pagkakataon na baka in the near future, malapit na," De Lima added.

Napoles is currently detained at Fort Sto. Domingo in Laguna for a non-bailable illegal detention case lodged against her by her former employee and eventual whistleblower Benhur Luy.

Reyes left the country for Macau before she was placed under the government's lookout bulletin following the filing of the complaint last year.

Soon after, Reyes resigned as Enrile's chief of staff amid accusations she had personally wielded power over Senate matters on behalf of Enrile, who was then the Senate President.

Reyes returned to the Philippines last Saturday and arrived at the Ninoy Aquino International Airport Terminal 2 via PR-105 from San Francisco. 

Last April 1, the Office of the Ombudsman found probable cause to indict Reyes, Senators Enrile, Ramon Revilla Jr. and Jinggoy Estrada, as well as Napoles, for plunder. 

The National Bureau of Investigation had alleged that Reyes had signed documents related to the release of Enrile's pork barrel funds to bogus non-government organizations linked to Napoles.

On April 7, Reyes' representatives had asked the Ombudsman to reconsider its decision to file plunder charges against her over the P10-billion scam.

Reyes claimed her constitutional right to due process was violated, and denied receiving any commission from Enrile's PDAF. —KG, GMA News
