HK downgrades travel alert vs. PHL

Hong Kong accepts Erap apology. (Upgraded 5:50 p.m.) In what could be seen as a sign of warming relations between the Philippines and Hong Kong, the Hong Kong government on Wednesday downgraded the travel alert it issued on the Philippines following the 2010 Manila hostage crisis.

In a statement posted on its website, the Hong Kong Special Administrative Region government said it adjusted the travel alert for the Philippines to Amber where Hong Kong residents who intend to visit the country or are already there should monitor the situation, exercise caution and attend to personal safety.

The black travel alert is the most serious in Hong Kong's three-tier outbound travel alert system. The others include red (significant threat) and amber (signs of threat). Before Wednesday's development, the Philippines had been one of only three countries to be assigned the black alert. The others are Egypt and Syria.

In a post on his Twitter account, GMA reporter JP Soriano said this development was announced by Hong Kong Chief Executive Chun-Ying Leung himself.

The Hong Kong security bureau said it will continue to closely monitor the situation in the Philippines and issue updates through the media and the OTA webpage.

It said Hong Kong residents in the Philippines who need assistance may call the 24-hour hotline of the Assistance to Hong Kong Residents Unit (AHU) of the Immigration Department at (852)1868.
Hong Kong imposed the black outbound travel alert following the August 2010 Manila hostage crisis where a dismissed policeman took a busload of tourists hostage to demand his reinstatement.

The policeman was killed along with eight tourists in a botched rescue operation. 

The Department of Foreign Affairs, meanwhile, welcomed the Leung's statement, saying the Philippines "looks forward to working with the Hong Kong SAR (Special Administrative Region) government in turning a new page in bilateral relations.” — Amita Legaspi and Michaela del Callar/KBK/JL, GMA News
