PNoy vows to beef up PHL's air power

President Benigno Aquino III on Friday vowed to beef up the air power of the Philippines in the middle of the terretorial dispute with China.

During the Philippine Air Force (PAF)'s change of command ceremony in Batangas, Aquino said the government will purchase from South Korea FA-50 light combat aircraft as part of the Armed Forces of the Philippines' modernization program.

He said the government will also buy eight combat utility helicopters, six close air support aircraft, two long-range patrol aircraft, and radar systems.

Also, he said there is plan to acquire full-motion flight simulators to enrich the experience of the country's pilots.

Moreover, he said that even though the Philippines had retired its F-5 Freedom Fighter nine years ago, PAF's pilots must learn how to use such aircraft.

"Hangad po nating muling malinang ang kapasidad ng ating mga pilotong magpalipad nito para sa ating mga operasyong pang-militar," he said.

"Kumpiyansa naman po tayo na higit pang titibay at lalakas ang hanay ng ating mga kawal lalo pa't may gobyerno na kayong tunay na kumakalinga sa inyo," he added.

The President said this as the Philippines continues to be embroiled in a territorial dispute with rising superpower China over parts of the South China Sea, parts of which Manila called the West Philippine Sea.

The Philippines has brought the matter to international arbitration but China rejected the move.

Aquino did not mention China during his speech during the turnover ceremony but he thanked the Air Force for "defending" the country's territory.

"Tiwala ako sa patuloy na pakikibalikat ng hukbong panghimpapawid sa walang tawad ninyong pagbabantay sa ating teritoryo [at] sa buong giting ninyong pagprotekta sa ating mga kababayan mula sa masasamang elemento at anumang delubyo," he said.

Because of this, he assured the members of the Air Force that the government will also take care of them and their families.

"Tuloy-tuloy ang ating programang pabahay, mga proyektong pangkabuhayan at ang paglalatag ng mga istratehiya para matutukan ang kapakanan maging sa mga nagreretirong sundalo," he said.

"Damang-dama natin ang pagkalinga ng hukbong himpapawid at ng buong sandatahang lakas sa sambayanan... ito po ang nagsisilbing tulay upang suklian din ng pagkalinga ng sambayanan ang ating kasundaluhan," he added.

New Air Force chief

Before his speech, the President also led the retirement ceremony of outgoing Air Force commanding general Lt. Gen. Lauro Catalino Dela Cruz at the Fernando Air Base.

In his speech, Aquino thanked Dela Cruz for his service.  "Mas lumakas ang ating Air Force Mula nang siya ay manungkulan," he said.

Dela Cruz will be replaced by Maj. Gen. Jeffrey Delgado, a member of the Philippine Military Academy Class of 1982 and of the Presidential Security Group during the administration of President Corazon Aquino.  He had also served as the incumbent President's senior military aide.

Aquino said he can attest to Delgado's skills and dedication.
