PHL payments position swings to $336-M deficit in March

The Philippines recorded a deficit in its balance of payments position last March, weighed by the foreign exchange operations of Bangko Sentral ng Pilipinas (BSP) and repayments on external currency debt owed by the national government (NG).

The March deficit of $336 million compares with a surplus of $345 million in February and $452 million a year earlier, and widened the BOP deficit to $4.471 billion in the first quarter from a $1.537-billion surplus in January to March 2013. 

“The BOP deficit for March was largely due to foreign currency debt repayments of the NG and BSP’s foreign exchange operations,” the central bank reported Monday.

“The cumulative deficit for Q1 stemmed principally from net outflows in foreign portfolio investments in market reaction to uncertainty over the pace of tapering of the Fed’s quantitative easing measures,” Bangko Sentral Governor Amando Tetangco Jr. said in a text message to reporters.

The portfolio investments are foreign funds placed in Philippine stocks, government securities and money market.

“The peso could be subject to more volatility coming from such external impulses. The BSP will continue to maintain a strategic presence in the FX market to help keep such volatility within reasonable bounds,” he said.

The outflows are reflected in the foreign exchange market where the peso has depreciated so far this year, and particularly during the second half of March, the central bank chief noted.

“Higher balance of trade deficit following a faster rate of growth of imports compared to that of exports also contributed to the deficit,” Tetangco said.

Philippine transactions and the rest of the world are recorded in the balance of payments for a particular period of time.

From a deficit of $4.480 billion in January, the payments position posted a surplus in February – mainly fueled by remittances from overseas Filipinos and the return of foreign funds into Philippine markets. – VS, GMA News
